CHIA-2826 validate puzzle hash in run_spendbundle() (#1039)

* validate puzzle hash in run_spendbundle()

* simplify spendbundle_validation tests

* simplify test_failures

* parameterize test_valiate_agg_sig() to reduce duplication in tests

* simplify test_failures and factor out generating the spend bundle signature

* use named constants for condition opcodes. Extend tests to cover all AGGSIG variants

* add test to cover puzzle hash check
