Fixed ignored options '--ssc-ipv4-gateway' and '--ssc-ipv6-gateway'

Details:

* Fixed options '--ssc-ipv4-gateway' and '--ssc-ipv6-gateway' of
  'zhmc partition create/update' that had been ignored, except when specified
  with empty string.

* Added comments to clarify full treatment of options (including
  copy) and additional treatment (not including copy).
