Add instructions for changing provider and tool usage

* **README.md**
  - Add sections for changing the source of a model to another provider and using tools with OpenAI-compatible providers.
  - Provide links to the new `.github/CHANGE_PROVIDER.md` and `.github/TOOL_USAGE.md` files.

* **.github/CHANGE_PROVIDER.md**
  - Add detailed instructions on how to change the source of a command to another available provider.
  - Write instructions in Portuguese.
  - Indicate the path of the file for each service mentioned in the examples.

* **.github/TOOL_USAGE.md**
  - Add information about OpenAI-compatible providers using searxng for updated responses.
  - Write instructions in Portuguese.
  - Remove examples of commands and indicate examples of providers that support the use of tools in the project.
  - Add a note about the selected model supporting the use of tools and point to the OpenAI documentation.
