* test: added configuration routes test and correct API_PREFIX handling

* fix: improved env handling and test stability

- Add fallback for API_PREFIX environment variable
- Refactor dotenv configuration to properly handle test environment
- Enhance configuration route tests with proper mocking and cleanup
