Disable cgo

Maintaining compatibilty with cgo 2.12 (for RHEL6) is increasingly
difficult and, currently, exodus-rsync does not depend on any
C libraries. This commit disables cgo when building exodus-rsync to
avoid failing symver-check and issues compiling across different
platforms.
