IGVF-2595 Add DUL and controlled-access displays to file sets (#770)

* Add controlled_access and institutional certificates to MeasurementSet and AnalysisSet headers. Display data-use limitation status for multiple institutional certificates.
* Add a new component to make displaying multiple DUL summaries easier and more consistent.
* Add new functionality to the data-use limitation library. Have it define the institutional certificate type.
* Add controlled-access and DUL badges to both file-set pages and list views. Handle the change to use dashes between modifiers in DULs.
* Move the controlled_access badge to precede the DUL on IC pages and list view.
* Get full Jest coverage.
* Correct comments. Remove unused lines.
* Hide “No certificate” and “No limitations” except on IC pages and searches.
* Return display of “No limitations” DUL.
* Get full Jest coverage.
* Use `data_use_limitation_summaries` instead of the samples for measurement set list views.
