Define 'output_queue' property for DSC workflows (#172)

Why these changes are being introduced:
* With a future goal of having DSS support multiple input and output
queues, it's important for DSC to apply a clear, consistent naming
convention for the 'output_queue' property for all workflow classes.

How this addresses that need:
* Update base Workflow 'output_queue' to dynamically return
name of SQS output queue
* Remove placeholder definitions in OpenCourseWare and SCCS workflows
* Update 'jinja2' dependency to address linting error

Side effects of this change:
* All Workflow subclasses will have a default value, dynamically
derived using the 'workflow_name' and 'WORKSPACE' env var; unless
'output_queue' is explicitly defined for the class
