build(#325): Migrate to uv

- Clean up documentation generation as part of figuring out the state of JSON
  simulator support.

- Also switch documentation to sphinx-autoapi, which is much more
  robust/thorough than the unmaintained autoapi which I was using before.

- Remove 20.04 github actions usage, because that image is now EOL. Switch to
  running 20.04 in a container, as that works. Some subtleties with collecting
  coverage data in CI across containers/native runner images. Eventually things
  should be either all containers or all native runners, because supporting both
  in CI feels hacky. The blocker to doing this is needing to support
  ROS1+python3.9.

- Update main architecture diagram to look less dated/be more useful.
