Support for Console and CPC Hardware Messages

Details:

* Added support for Hardware Messages for Console and CPC, with new
  'zhmc console hw-message' and 'zhmc cpc hw-message' command groups.

* Reduced extra HMC operations by pulling resource properties only if not
  already locally present, when printing resources in a table output format.

* Added a new helper function parse_timestamp() that can parse timestamps
  specified as an option value and supports HMC timestamps and python-dateutil
  parseable values.
