Support for Console / CPC Hardware Messages

Details:

* Added a resource class 'zhmcclient.HwMessage' and corresponding manager
  class 'zhmcclient.HwMessageManager' to support hardware messages. The
  hardware messages are accessible for CPC and Console via a new property
  'hw_messages'. A HwMessage object supports list() and find..() methods,
  property retrieval, 'delete()', 'request_service()',
  'get_service_information()' and 'decline_service()'.

* Added zhmcclient mock support for all operations related to hardware
  messages for Console and CPC.

* Test: Added end2end testcases for hardware messages (list/get). Updated
  the end2end mock definitions for z14 and z16 to have some hardware
  messages.

* Test: Added unit testcases for hardware messages (list/get/delete) that
  work against a mocked environment.

* Extended _list_with_operation() to add a query_parms parameter, so that
  the begin_time and end_time parameters of list() can be supported.
