Update bundle for non-Rails dependencies

Update bundle for non-Rails dependencies. In addition to the dependency
changes, there were some other associated changes:

- Upgraded TargetRubyVersion from 3.2 to 3.4 in .rubocop.yml
- Changed deprecated `require:` in .rubocop.yml to `plugins:`
- Autocorrect ex-post-facto RuboCop violations in tests

Completes sub-task Update the rest of the bundle excluding Rails for
issue Upgrade to Rails 8 and current versions of Gems #51
