implement full e2e coverage of authcontroller (#19)

* add hooks for setup and teardown for e2e tests

* disable rate limiter in test env and revert temp changes to AuthController throttle

* add test accounts

* add EMAIL_UI_URL env variable for e2e tests

* refactor auth tests with Jest hooks, seeded users; add password tests

* remove detach flag

* fix auth tests

* set readonly permissions to GITHUB_TOKEN

* add email verification e2e tests

* add e2e tests for email change endpoints

* implement retry mechanism instead of sleep to speed up auth test suite
