Fix code alerts found by gosec

Ensure that the http server has a sensible Read- and WriteTimeout. As all
requests made or send to the server should be small, the timeout can be set
for the whole request, instead of just the header.
Setting the timeouts required switching to using http.Server insteaf of
http.ListenAndServe. Adapt the unit-tests acccordingly.

Ensure valkey tls configuration uses sensible minimum TLS version.

Add #nosec comments with justification where appropiate.
