Auto install safety for pipenv check

Why these changes are being introduced:

As of pipenv 2025.0.1, the 'check' command is deprecated
and not fully supported.  The package 'safety' is no longer
installed by default.

It appears that going forward, an API key may be required.
However, in the short term, pipenv 'check' can still be
used by installing 'safety'.

How this addresses that need:
* Update the Makefile to include --auto-install for pipenv
'check' command

Side effects of this change:
* Github Actions builds continue to function
* Short-term solution for pipenv check
