New experimental [DynamicRegex] badge (#10985)

* First implementation

* block ReDoS attack by using a vm to timeout the regex operations

* added tests

* Use re2 instead of regex

And add configurable noMatch value

* Added 'experimental' note

* Reorder tests + include ReDoS

* Remove Service suffix

* validate flags

* remove noMatch and throw InvalidResponse instead

* throw InvalidParameter for SyntaxError only + test

* extra _request parameters
