Add version-based support for sys.sql_logins, sys.server_permissions, and sys.fn_varbintohexsubstring (#3690)

This PR aims to provide dummy support of the following objects - sys.sql_logins, sys.server_permissions and sys.fn_varbintohexsubstring before 16_10 or 17_6 version and provide their full support after that.
