Remove pin on `intake`, and other minor fixes (#214)

### What kind of change does this PR introduce?

* Removed the upper pin on `intake`
* Fixed a bug with the latest `dask`
* Added `setuptools` and `wheel` to `pyproject.toml`, until we fix
`intake-xarray`.
* Shuffled around the dependencies so that they always follow the same
order for easier maintenance. Also added multiple comments for future
cleanup of the dependencies.

- No.
