Updated settings for AppVeyor (#4298)

* Updating configurations
* Added Qt5.15/Win64 instance
* Added Qt6.8/Arm64 instance (but disabled, because it broken - wrong path in the qtpaths.bat file at the moment)
* Removed finding OpenSSL libraries via cmake for ISS script
* Added new config option - ENABLE_PODIR - to adding ability building Stellarium with localization support, but without converting PO files into QM files (downloading compiled translations as an archive).
