IGVF-2161 File preview updates (#761)

* Add file-download button to file preview failure message. Convert file-download from Javascript to Typescript.
* See if we can stop file-preview reads once we get to the maximum number of allowed lines of text.
* Temporarily allow gtf file preview to test with a large gtf file on the demo.
* Try a file-range request.
* Try a 500K read limit for now.
* Add debugging messages to getZippedPreviewText()
* Try reverting to the old code but still do the range request.
* Revert `getZippedPreviewText()` changes except for the range request.
* Add debugging messages.
* Also try 4MB max read length.
* Try without the range request.
* Add more debugging. Seem to be getting good result on a very small file, but doesn’t display anything.
* Discovered mistake causing no preview to display ever. Reintroduce range request.
* Get ready for PR. Remove console.log calls, and change the maximum read size to 10MB.
* Change read limit to 50MB. Add Jest test for getZippedPreviewText() to get full coverage.
