Better messaging about inventory state

Why these changes are being introduced:

As we get into edge cases for S3 and S3 Inventory data, it becomes
increasingly important that error messages explain what is
happening.

How this addresses that need:
* Improves messaging around AIPs not found in inventory,
state of S3 vs Inventory, etc.
