Drop support for Ruby 2.6 and required ActiveSupport 7.0 (#116)

* Add warnings in rspec
Minimum ruby is 2.7
Minimum activesupport is 7.0
.ruby-version = 2.7.8
Add ruby 3.3 and 3.4 to CI
Add Warning[:deprecated] = true in spec_helper.rb
Update rubocop to plugins
Remove --jobs since its already taken care of

* Add "RUBYOPT='--enable=frozen-string-literal --debug=frozen-string-literal'

* Add require 'active_support'

* CI stringify ruby matrix. 3.0 was interpreted as 3.

* Remove static ruby-version 2.7 in CI
