Allow SPARQL source actor to skip COUNTs for large queries

This adds the `cardinalityEstimateConstruction` option (disabled by default) that ensures only COUNT queries for triple pattern queries are be sent to SPARQL sources, and cardinalities for larger queries to be estimated using triple pattern cardinalities.
