fix(build): update package versions and refactor code

Update several package references in the project file and refactor code in the OutlookStorage class for improved clarity.

- Updated `Mecha.xUnit` from `3.1.2` to `3.1.5`
- Updated `Microsoft.NET.Test.Sdk` from `17.12.0` to `17.13.0`
- Updated `xunit.runner.visualstudio` from `3.0.1` to `3.0.2`
- Added `elementStatCount` variable in `OutlookStorage.cs`
- Refactored COM enumerator code to reduce redundancy
