Limit s390x chroots (#1294)

* Exchange RHEL9 build roots with `centos-stream-9` build roots.
* Add `centos-stream-10` build roots
* Only allow `s390x` chroots for `fedora-rawhide`, `centos-stream-9/10`, and `rhel-8`.
