DateTime field set API improvements (#6448)

Most of the way to #6022

- Adds `time`, `time_hm`, and `time_hms` functions to date field sets
- Removes `with_hm` from datetime and time field sets
- Adds new constructors `hm` and `hms` for time field sets
- Renames `with_length` to `for_length` since it is a constructor
- Adds a new function `with_length` that behaves like a setter
