importer, transport: report no space left (#3691)

When importing a DV with a registry source to a scratch space with
insufficient capacity for the image, the importer Pod correctly logs an
appropriate error. However, the DV conditions report an unrelated error
instead.

Fixes the issue by returning early when layer processing errors occur
other than an error reading the layer with the original error (e.g., no space
left on device). Also adds a unit test to check that a disk image is
recovered successfully with a container image that has a malformed
layer.
