better parsing of numbers with radixes (#344)

* allow numbers with radix to appear in complex number constructs

* parse uppercase radixes

* more general support for radixes in numbers

* ignore exponent when using a radix >= 15

in base 15 and up, `e` is a valid digit and not the exponent.

* add tests for numbers with explicit radix
