Merge pull request #273 from atlanticwave-sdx/272-bw-update-in-update_topology

This updates multiple things:
1. Primarily added more conditions on link failure signals from OXP update_topology: (a) port "down" to link "down"; (b) nni port "down" to link "down"
2. fixed an error in updating bw in update_topology.
