IGVF-2062 Remove attribution panel and move its data to summary panel (#751)

* Change the `<Attribution>` component from displaying a panel to displaying just the attribution and collections within the summary panel.
* Convert collections.js to Typescript.
* On all pages, move the `<Attribution>` component to the summary panel instead of on its own on the page. Change the styles of the attributions to make them wrap on narrow browsers better.
* Last code-format updates from self code review.
* Update Jest tests to pass.
* Remove a stray console.log from another ticket.
