Let HiPS have TIFF and BMP tiles

These formats aren't discussed in the HiPS spec, but we already support
WEBP, which also isn't, so it doesn't hurt to add these formats that are
useful while developing a new survey, since they can be uncompressed,
enabling very fast saving and loading.
