Partial Scala 3 support

- Scala 3 cross-build for modules not depending on Akka-HTTP.
- Updated Scala versions, sbt and plugins.
- Updated dependencies to the latest OSS Akka.
- Switched to sbt-dynver like in other projects.
- Enabled bincompat checks.
- Updated CI and release actions.
- Updated JDK in CI from 11 to 17.
- Updated scalafmt - replaced outdated 2nd version conf with a new one I had at hand.
- Fixed README.
