Fix bad plans sometimes being chosen due to requestTime in files

In some rare cases, bad plans could be picked due to the requestTime of
file sources sometimes being set to the original HTTP fetch time of that
file. These times should never be taken into account, since the fetch
has already happened, and indexing of that file is done at this point,
so future calls to the file store will be free in terms of requestTime.
