Add Quick Start, Configuration, Reference to CLI README (#624)

* Update description and add quick start

* Add Configuration and Reference sections

Adds two sections "Configuration", and "Reference", to make
the README much more comprehensive.

* Finish Configuration section; remove old copy

- update text regarding v1 use
- update configs with new toml subsection syntax
- include permalink to example.config.toml for this release

* Mark v2 as default feature

* Update bitcoin URI text
