Silence Deprecations Warnings in Production envioronments

**ISSUE**
Hyrax 5.x is emitting 20K deprecation messages a minute under production
loads. This level of logging (to Passenger / apache/error.log ) is
measurably impacting the server's ability to handle request loads.

In our testing, we're seeing almost 6x slower performance than Hyrax 3.x

**RESOLUTION**
Allow the system to disable deprecation warnings and configure the
production environment accordingly.
