Add escape hatch for INLINE option in CREATE FUNCTION (#3609) (#3639)

This commit adds an escape hatch for INLINE option in CREATE FUNCTION
stmt. By default, this is set to 'strict' to make sure that we
throw appropriate error message when it is used.
