refactor: unify secure cookie detection logic

- Create isRequestSecure helper function to handle both direct TLS and reverse proxy scenarios
- Update all cookie Secure flags to use the new helper consistently
- Update renderLoginError function to receive request parameter for secure flag detection
- Fix inconsistency between TLS check and X-Forwarded-Proto header check as per Copilot suggestion
