implement more port procedures and move them to a builtin `steel/ports` module (#333)

* implement close-port and call-with-port procedures

* add sandboxed versions of open-output/input-file

* move other port functions into builtin steel/ports module

* implement call-with-input-string and with-input-from-string

* document a few port procedures

* implement with-output-to-file and with-input-from-file
