Re-license as LGPLv2.1 or later

Since someone asked nicely, I've decided to re-license the software as
LGPLv2.1 or later. Note that I've accepted contributions by other
authors, but those were smaller touch-ups to my code, so I boldly claim
that re-licensing the code unilaterally is fine.
