Remove Hijri scaffolding from semver (#6383)

This removes scaffolding and data-provider-specific code from
`calendrical_calculations` and moves it into the `icu_calendar` crate.
This allows us to iterate on this without breaking semver between
`icu_calendar`, `calendrical_calculations`, and `icu_provider_source`.
This code should also move because it's not from the book.
