feat: add explicit project key field to Jira configurations

This commit adds a dedicated project key field to Jira configurations, making it a required parameter rather than implicitly extracting it from JQL queries.

Key changes:

Add project_key column to jira_configurations table with database migrations
Update backend models and schemas to include the new field
Enhance frontend to fetch and display available Jira projects in a dropdown
Automatically update JQL query when a project is selected
Update E2E tests to handle project selection during configuration creation
This change improves the application by making project selection more explicit and user-friendly, while ensuring consistency between the selected project and JQL queries.
