* feat(api, kubevirt): Introduce InstancetypeConfig

This change introduces InstancetypeConfig to the HCO CR to mirror the
InstancetypeConfiguration type within KubeVirt. When provided this is
copied directly into the KubeVirt object under
`kv.Spec.Configuration.Instancetype`.

* feat(kubevirt): Enable InstancetypeReferencePolicy FG

InstancetypeReferencePolicy allows a cluster admin to control how
instance types and preferences are referenced from a VirtualMachine.

The Feature was introduced during v1.4.0 as Alpha and has moved to Beta
with v1.5.0 ahead of GA in v.1.6.0.
