Merge pull request #403 from VeronicaSergeeva/master

Improved version tracking and deprecated check for SVN repository. This pull fully deprecates all instances of checking whether EXOSIMS is installed from an SVN repo, moves the machinery for checking EXOSIMS and python version to a separate module outside of SurveySimulation, and improves the level of information captured by the versioning, including any uncommitted changes in the case where EXOSIMS is being run as an editable install from a git repository.
