fix: add retry to refresh during index sync

Sometimes refresh can cause a connection timeout, particularly during heavy server load. Trying it 3 times should help with that. This primarily happens during resyncing a really large dataset including all the old versions (cough, specimens, cough) but it could happen at other times too ofc.
