Remove explicit icu_locale/icu_provider_baked deps from baked data (#6340)

Baked data crates should *never* have any dependencies. These got added
in #5062 and #5033

We already require users of baked data crates to set up the weird `mod
icu {}` business; adding additional crates to that isn't a big deal.

A concrete thing this prevents is making a single giant shared baked
data crate; since suddenly it needs to depend on `icu_locale` (which
itself depends on baked data). This is what we use internally at google.

This should be landed before 2.0
