bump x/crypto and x/net

Renovate is not deciding to do this on its own, even though there is an
active CVE on x/net <= 0.36.0. By bumping these deps here, we will force
all go-bits consumers to bump their x/net deps as well when Renovate
pushes the go-bits update to all applications.
