IGVF-2448 Data-use-limitation badges (#736)

* Add a new component to display the data use limitations as a status badge. Add this to the institutional certificate page header and the list-view for institutional certificates.
* Display a list of data use limitation statuses on all sample pages.
* Add data use limitation modifier descriptions to the tooltips.
* Add new component to display the controlled-access status. Add this component to all relevant file object pages and institutional certificate pages.
* Delete the Controlled Access summary panel entry for file objects.
* Add Jest tests for the data-use limitation badge component.
* Add Jest tests for data-test usage library.
* Adjust DUL icon spacing within badge.
* Have DUL badge appear on every IC page even without limitations.
* Remove colors from modifiers and use borders instead.
* Reverse order of controlled access badge and DUL badge in IC object page header.
* Add an institutional certificates table. Add table table to all sample object pages. Remove list of data-use limitations from sample-object page summary panels.
* Add an institutional certificate table report link to all samples except for MultiplexedSample which has a more complicated link from ICs.
* Add sample table to IC object pages.
* Remove the data use limitation summary from list-view results titles. IGVF-2520 will change the summary to something more useful.
* Add a new icon for the “other” badge.
* Change the title of IC object pages to just the summary. IGVF-2520 will give the summary something more appropriate for titles.
* Remove now-unused import.
* Add Jest test for controlled-access badge. Update Jest test for the data-use limitation status.
* Remove now-unused functions and components now that we don’t display a list of data-use limitations.
