Fix test that fails when JS takes too long to execute

**ISSUE**
The New Work Workflow test is failing intermittently because the
expected page changes are not always rendered in the expected timeframe.

**DIAGNOSIS**
Although Capybara expectations are generally good at waiting for the
browser to render the expected elements, they don't wait long enough
for some of Hyrax's heavier weight JS to execute.

**RESOLUTION**
Add explicit wait loops that pause test execution until the expected
transitions render successfully.
