DEV-1578 Only release catalog if indexing succeeds (#82)

* DEV-1578 Only release catalog if indexing succeeds
- Add `StopRelease` class that handles writing and removing `STOPCATALOGRELEASE` file in `FLAGS_DIRECTORY`
- `cictl index` commands use `preflight` and `postflight` to read and remove these, respectively`
- Changes to README and test helper to reflect addition of `FLAGS_DIRECTORY`
* Security: address Dependabot for CVE-2025-27221
