ECR Automation

Why these changes are being introduced:
The ECR repositories in dev/stage/prod have been built by Terraform, so
we need to copy the outputs from Terraform into this repo to enable
build/deploy automation for dev/stage/prod AWS environments

How this addresses that need:
* Update the Makefile with the Terraform output for easy build/deploy
of the container to the ECR repository in Dev1
* Create the dev-build GHA workflow for automatic build/deploy of the
container & Lambda function in Dev1 on any PR to main
* Create the stage-build GHA workflow for automatic build/deploy of the
container & Lambda function in Stage-Workloads for any merge to main
* Create the prod-promote GHA workflow for automatic build/deploy of
the container & Lambda function in Prod-Workloads for any tagged
release on main
