Improve Cache-Control header management in RedirectService

This commit refactors the RedirectService to improve how the Cache-Control header is managed. It now utilizes the Response object's built-in methods for setting cache directives, resulting in cleaner, more maintainable code, and less error-prone code.

Key changes:
- Replaced manual string manipulation with `setMaxAge()` for setting the `max-age` directive.
- Replaced manually add `Cache-Control` directive with `addCacheControlDirective()` to add `must-revalidate`.
- Removed unnecessary conditional logic for creating the `Cache-Control` header.
